Research and development (R&D) is commonly defined as work undertaken to increase knowledge and find new applications of previous knowledge. R&D spending increased $21 billion annually between 2010 and 2017 in the United States. A common metric for measuring a nation’s R&D is the ratio of national R&D spending to national gross domestic product (GDP). In the U.S. this has been steadily rising since the mid-1990’s. The federal government currently provides 21% of all U.S. R&D funding (Boroush, National Center for Science and Engineering Statistics [NCSES], 2021). [However] there is little data indicating the specific R&D areas that this funding supports.
In this work, our aim was to analyze federally funded R&D about digitalization. As this field is incredibly broad, we narrowed our focus to big data, a sub-theme of digitalization. Specifically, our research was guided by the following questions.

This project is part of on-going work sponsored by the National Center for Science and Engineering Statistics (NCSES), a principal statistical agency located within the National Science Foundation. The project stakeholders from NCSES are John Jankowski, Senior Economic Advisor, and Audrey Kindlon, Survey Statistician.
We used Federal RePORTER, a publicly available database of federally funded R&D grants, which contains common scientific award data such as project title, abstract, and funding amount. This database was designed to be “a repository of data and tools” that “promote[d] transparency and engage[d] the public, the research community, and agencies to describe federal science research investments and provide empirical data for science policy” (U.S. Department of Health and Human Services, 2020). Federal RePORTER contains more than 1 million grants from science and technology federal agencies beginning in fiscal year (FY) 2000; large scale project reporting began in FY 2008.
Federally funded R&D in the area of big data includes contributions to big data methods and applications in many different fields including neurology, vaccines, and social behavior. These results lead us to the conclusion that big data utilization has become widespread in research.
